UNANSWERED QUESTIONS re: FITZROY BESS
1. What is the proposed selected battery chemical composition? What testing has been completed and reported? Where is the Safety Data sheet from the supplier? 2. What cooling and heating methods will be used to maintain temperature control of the containers and their batteries in summer, and winter? What is the energy cost of temperature control? What happens if the power goes out in the facility?
3. What are the end- of- life plans for the batteries? What are the recyclable components and what % of each of them is recyclable?
4. What are the end of life plans for the containers themselves and the 3 foot cement platforms under each of the 290 containers?
5. What is the role of the Algonquins of Pikwakanagan First nation, identified as 50% Indigenous Participation on the Long Term RFP1 Final Results?
6. What are the plans for the remaining 66 acres on the plot Evolugen is interested in purchasing?
7. What are the plans for human resources (fire fighters) and evacuation and shelter- in- place for if and when a fire occurs?
8. What are the plans for water and air quality monitoring if an incident occurred?
9. What database is in place for national tracking of all BESS facilities, including megawatt size, battery chemistry and technology, record of fire or other incident, interventions undertaken.
10. Who will cover the insurance costs for householders, farmers if an incident occurs?
11. How many times does IESO require the denial of a Municipal Support Resolution to understand that the community does not support a project like Fitzroy BESS?
CURRENT STATUS OF THE PROPOSAL
The proposal must have community support to proceed, through a Municipal Support Resolution (MSR) from the City of Ottawa.
The proposal was rejected by the City of Ottawa’s Agriculture and Rural Affairs Committee (ARAC) on November 30, 2023, and did not receive a MSR. Nevertheless, the proposal did receive approval to proceed to the next stage because of approval by IESO in May 2024, who would provide funding for the project, $650 million, if it is successful at next stages.
Because it did not receive support from ARAC in November, Evolugen cannot proceed without the required community support ie a Municipal Support Resolution at a future ARAC meeting and City Council.
